According to him, borderguards have handed over some 100 arrested people suspected of participation in combat activities on Chechen territory to representatives of the corresponding agencies. Totsky stressed that it was very difficult to be on borderguard duty now that criminals often used illegal documents and passes allowing them access through the Russian state border. "Certainly, we can't know all criminals by sight thus leaving them a loop-hole," Totsky noted.
