PUTIN, STROYEV DEBATE CABINET NO-CONFIDENCE VOTE PROSPECTS MOSCOW, MARCH 12 (from RIA Novosti's Maria Balynina) - President Vladimir Putin received Speaker Yegor Stroyev of the Federation Council, parliament's upped house, late this afternoon to debate prospects for the State Duma, lower house, to vote no confidence in the federal government, Mr. Stroyev said to newsmen after the conference. It is a routine situation for any parliament, and the President regards it as such. It is not alarming him, remarked the Speaker, though he strongly warned against letting the developments to come to an edge with social stability and a creative public spirit sacrificed to political ends. "Headlong statements are not the best thing to do," said Yegor Stroyev. He does not expect the Duma to vote no-confidence, despite all. However, the tensions do not allow the Federation Council to stand aloof. That was why Mr. Stroyev met in conference earlier in the day with Gennadi Zyuganov, leader of the Communist parliamentary group, on whose initiative the controversy had started. He asked Mr. Zyuganov how far the antagonisms had actually gone. Yegor Stroyev intends to meet tonight with Boris Gryzlov, leader of the Unity, a large pro-Kremlin parliamentary group, to debate the same issue. Stroyev hopes teamwork will prevent a crisis, he said.
