MOSCOW SAYS IT IS TOO EARLY TO TALK ABOUT JOINT ABM SYSTEM WITH CHINA MOSCOW, March 2, 2001. /From RIA Novosti correspondent/--Vice Premier Ilya Klebanov thinks it is too early to comment on reports about Russia and China's plans to create a joint ABM system in case the US withdraws from the 1972 ABM Treaty. "Anyway we can respond to the States' intention only if they actually do withdraw from the Treaty," Klebanov told journalists. "Trying to scare them would be useless. We must convince them their actions will upset the world balance." At the same time, he noted that both Russia and China strongly object to the States' withdrawal from the ABM Treaty.
