THE CONFERENCE IN OMSK - REGIONAL POLICY IN THE RUSSIAN FEDERATION OMSK, March 13. /RIA Novosti correspondent Yury Belov/. A two-day scientific-practical conference - Regional Policy and Federative Relations in the Russian Federation - has opened in Omsk (a regional centre in Siberia). The conference is attended by representatives of the Russian President's administration, of the Federation Council (the Upper House of the Russian parliament), of the Ministry for the Federation and Nationalities, as well as of the European Union and the Council of Europe. The participation of the European observers is to be explained by the attention which the Council of Europe pays to the development of the local self-government system in Russia. The conference participants will discuss the problems of social and economic disproportion of the territories of the Russian regions, questions of inter-budgetary relations and delimitation of the powers between the bodies of state power. -O- (kos/ter) 13/03/01 10:11
