Russian President Vladimir Putin signed the Decree on Measures for Fulfilling the UN Security Council's Resolution 1333 of December 19, 2000. As the presidential press service reports, the Decree establishes additional restrictions with regard to the territory of Afghanistan controlled by the Taliban movement. The President ruled that all state institutions, industrial, trade, financial, transport and other enterprises, firms, banks, organisations, other legal entities and natural persons under the jurisdiction of the Russian Federation should proceed in their activity from the provisions of the President's Decree No. 786 of May 5, 2000. Besides, from January 19, 2001 to January 19, 2002, apart from the measures provided for by Decree No. 786, it is prohibited to deliver, sell or transfer to the territory of Afghanistan, controlled by the Taliban movement, military equipment, goods, double purpose technology, as well as spare parts, units and auxiliary equipment to the above mentioned products and services. The presidential Decree introduces also a number of other restrictions. In particular, it is prohibited the presence in Afghanistan of all officials, representatives, councillors and military men for rendering the Talibs consultative aid on military questions; all offices of the Taliban movement and of the Afghan Ariana Airline in the territory of the Russian Federation should be closed. The President also ruled to freeze all the means and other financial assets of Usama Ben Laden.
