RUSSIA'S CENTRAL ELECTION COMMISSION RECOMMENDS FREE ELECTION FUND MOSCOW, March 7. /RIA Novosti correspondent Nikolai Makarov/. The Central Election Commission of Russia has suggested setting up a Free Election Fund. CEC members at their meeting on Wednesday backed the idea of forming such a non-state fund. CEC head Alexander Veshnyakov noted that the fund's main task should be "promoting legal culture and democratic traditions". Co-founders of the fund will be some Russian public organisations. According to Veshnyakov, fund specialists, consulting on electoral legislation, will "counter oppose black PR and dirty electoral techniques". The commission chairman emphasised that "no federal funds will be used to develop the fund". It "will be financed by sponsors concerned with development of electoral democracy in this country," he concluded.
