The international community shares part of the blame for the troubling developments on the border between the Yugoslav province of Kosovo and Macedonia, Czech President Vaclav Havel told reporters after a meeting with his Croatian counterpart, Stjepan Mesic, who is in the Czech Republic on a two-day state visit. The international community, which for a long time tended "to turn a blind eye" to the ethnic tensions building up between the many Balkan ethnic communities, should re-evaluate its policy in the region, said Havel.
