RUSSIAN AUDIT CHAMBER ADVOCATES BALTIC ENVIRONMENT-IMPROVING PROGRAM MOSCOW, March 6. /Olga Scherbachyova, RIA Novosti Correspondent/. The Russian Audit Chamber Board has stressed the necessity to adopt a goal-oriented program to improve the environment of the Baltic basin and preserve the region's nature complexes, the Audit Chamber's Information and Public Relations Department announced. As was pointed out at the board meeting, the lack of such a program prevents Russia from fully implementing its international obligations stipulated by the Convention on the Protection of the Marine Environment of the Baltic Sea Area, or the Helsinki Convention, with both federal and regional efforts jeopardized. The common complaint at the meeting was that the goal-oriented program was drafted way back in 1997, but the Russian government has since failed to adopt the document.
