MOSCOW SEES NO REASONS FOR USA TO CREATE NABM MOSCOW, MARCH 2, 2001. /RIA NOVOSTI CORRESPONDENT PETR GONCHAROV/. There are no reasons for U.S. to justify its plans to create a national anti-ballistic missile system, disclosed a high-ranking diplomat. Moscow believes that "the only reason for the U.S. to unfold NABM is to achieve technological superiority at the expense of state funding," the source noted. Among other reasons is a U.S. aspiration to being strategically invulnerable after opening an "ABM umbrella" in order to deliver missile strikes and neutralize the strategic potential of Russia and China, the diplomat said. According to him, all this would upset the strategic balance worldwide. Moscow is ready "to look into the reasons which the USA regards as the foundation for the alteration of the ABM treaty," the diplomat said. To avert rocket and other dangers we must resort to political, diplomatic, and economic remedy rather than military, the high-ranking diplomat added.
