RUSSIA MUST ON RATIFICATION OF THE START-2-VERTRAGS IN ITS ENTIRETY BY
THE USA EXISTENCE








MOSCOW, 1 March.  / Pjotr Gontscharow, korrespondent of the RIA "
Nowosti " /. from the view of Andrej Nikolajew, chairman of the
defence committee of the Staatsduma / House of Commons of the Russian
parliament /, does not exist a necessity for Russia to check in the
case of the one-sided notice of the ABM contract of 1972 by the USA
the START-1-Vertrag.

Russia concerns already in the context of the START-1-Vertrags, which
is not only for the Russian-American relations, but also for strategic
stability in the whole world of extraordinary importance.

Which concerns the implementation of the declarations/agreements in
the context of the START-2-Vertrags, then the chairman of the Duma
committee determined that this question is very complicated.  The
delegate described that the START-2-Vertrag had been signed 1993 with
consideration of the ABM contract of 1972.  The US senate ratified the
START-2-Vertrag 1995 in the form, in which he had been signed.  The
Staatsduma ratified however the START-2-Vertrag five years later.

The contract ratified by Russia is practically no more document of
1993 or 1995, because it by Russia with consideration of the 1997 in
New York signed logs ratified, which refer to the memorandum of the
strategic and the not strategic anti-missile defense system, as well
as is firmly with the fulfilment of the ABM contract of 1972 coupled.
