RECOMMENDATIONS GIVEN BY COUNCIL OF EUROPE COMMISSIONER GIL-ROBLES AFTER VISITING CHECHNYA MOSCOW, March 3. /RIA Novosti correspondent Pyotr Goncharov/. The Council of Europe's Human Rights Commissioner Alvaro Gil-Robles is preparing a report with recommendations for the Council of Europe and the Russian government on normalisation of the situation in Chechnya, he said at a news conference in Moscow on Saturday. Gil-Robles noted that these recommendations are three-fold. First, they concern the need to render the Chechen Republic international humanitarian aid. The Council of Europe's Commissioner indicated that such relief should be provided "with guarantee that it will be properly used". Second, Gil-Robles' recommendations deal with "promoting a political discussion" among residents of Chechnya concerning the republic's future. Third, according to Gil-Robles, it is to "combat impunity" in Chechnya. As he said, all complaints made by the republic's population should be investigated "fully and to the end".
