ALVARO GIL-ROBLES SEES IN CHECHNYA SIGNS OF POSITIVE CHANGE IN SITUATION MOSCOW, March 3. /RIA Novosti correspondent Pyotr Goncharov/. Council of Europe Human Rights Commissioner Alvaro Gil-Robles said at a news conference in Moscow on Saturday that he had seen "greater political will from the Russian leadership aimed at normalising the situation in the Chechen Republic". As Gil-Robles said, "it is necessary to support the Russian government in materialising its positive initiatives". Among them he included a decision to cut back troop numbers in Chechnya, to restore judicial structures there and to ensure the return of people who temporarily left the republic. After noting that Chechnya still has a number of unsolved problems, Gil-Robles emphasised that during his trip he had seen "positive signs of the situation changing for the better".
