ALL MECHANISMS ENSURING HUMAN RIGHTS WORK IN CHECHNYA, IVANOV MOSCOW, MARCH 3, 2001. /RIA Novosti correspondent Pyotr Goncharov/ -- The Russian leaders are convinced that the problem of Chechnya should be solved by political methods, Foreign Minister Igor Ivanov said Saturday, beginning his meeting with Alvaro Gil-Robles, Human Rights Commissioner of the Council of Europe. In order to create conditions for a political solution the Russian leadership had to resort to force, Ivanov stressed. But the accent has been shifted to the handling of political, social and economic problems. The Russian Minister expressed confidence that Gil-Robles became convinced during his trip to Chechnya that law-enforcement bodies, including prosecutor's offices and courts, had been created in the republic. And precisely these bodies ensure human rights.
