A STATE DEBT MANAGEMENT SYSTEM BEING ELABORATED IN RUSSIA MOSCOW, MARCH 2, 2001 /FROM RIA NOVOSTI CORRESPONDENT/ -- The elaboration of the concept of state debt management system is being completed in Russia, said vice-premier and finance minister Alexei Kudrin. According to him, it has been envisaged to create a many-level system which could do macroeconomic planning for the coming years, calculate "financial gaps in the budget", and determine the time-limits of borrowings and debts rescheduling. The task of the state debt management system is to evenly distribute the financial burden on the budgets of various years. Kudrin also reported that Vneshekonombank, the government's agent in servicing the foreign debt, will be transformed into a commercial bank, and a state agency for servicing the foreign debt will be created on its basis.
