COUNCIL OF EUROPE'S HUMAN RIGHTS COMMISSIONER RETURNS TO MOSCOW FROM CHECHNYA MOSCOW, March 1. /RIA Novosti/. The Council of Europe Human Rights Commissioner, Alvaro Gil-Robles, has returned to the Russian capital from his trip to Chechnya. He spent in the Chechen republic a day more than had been initially planned. In Moscow, Gil-Robles will be received by Russia's Chief Military Prosecutor, Lieutenant General Mikhail Kislitsyn. Their meeting is expected to focus on human rights abuses in Chechnya and on investigation into violations committed by federal servicemen there. At yesterday's meeting in Khankala with Valery Baranov, commander of the Combined Federal Force in the North Caucasus, the European human rights commissioner lauded the approach of the federal command, who, according to him, try to thoroughly investigate into all offenses committed by federal servicemen in Chechnya.
